Job Description 

JOB TITLE:  COBRA Specialist      

DIVISION:  Compliance


SUPERVISOR:  Manager, COBRA Services

JOB SUMMARY:  Under the direction of the Manager, the COBRA Specialist provides services within the Compliance Division relating to the COBRA Administration function.  This position is primarily responsible for the COBRA Administration process for participants and clients.  Extensive exposure and contact with brokers, clients, and former employees is required.



  1. Administer the COBRA process, including preparation and printing of notices, forms, correspondence, etc. and recording payments received in various spreadsheets/software systems.
  2. Monitoring, maintaining and processing correspondence and inquiries from the COBRA e-mail mailbox daily.
  3. Assist COBRA Manager to ensure that forms, correspondence, policies and procedures comply with Federal and State regulations relating to COBRA.
  4. Provide customer service for COBRA administration, including responding to inquiries; discussing COBRA issues with clients, brokers, carriers and COBRA participants.  Research questions as needed and provide prompt resolution independently. Manage customer inquiries and determine if upper level involvement is needed.
  5. Create and audit COBRA Participant reports.
  6. Prepare COBRA reports for company and clients.
  7. Along with COBRA Manager, develop internal COBRA procedures that relate to all aspects of the COBRA administration process; maintain, update and implement these procedures.
  8. Manage Access Database for internal reporting use.
  9. Post and audit payments and process monthly COBRA disbursements and refunds.  Work closely with the Finance Division to ensure accurate processing across both departments.
  10. Provide assistance to groups and brokers for counting of Employees (COBRA Counts) to determine subjectivity to COBRA.
  11. Assist COBRA Manager with Renewals and New Group Set Up.
  12. Assist with Team building and training of new team members.
  13. Special Projects as assigned by COBRA Manager and Vice-President of Compliance.
  14. Create and maintain internal enrollment reports for Public Sector generated from COBRA Solutions.
  15. Create and maintain monthly termination reports for carrier notification.

  1. High school diploma or equivalent required.
  2. Federal COBRA Administration experience is preferred, but not required.
  3. Mini COBRA Administration experience is preferred, but not required.

  4. Requires computer proficiency in Microsoft Office, specifically with Excel and Access.

  9. Requires the ability to work on multiple projects and to shift priorities while adhering to strict federal and state timelines.
